Senator William “Bill” W. Monning (ret) served in the California State
Assembly (2008-2012) and in the State Senate (2012-2020) and was named
California Senate Majority Leader Emeritus prior to completion of his term in
November 2020.


Before his tenure in the California State Legislature, Monning worked as an
attorney and served as a professor at the Middlebury Institute of International
Studies where he taught International Negotiation and Conflict Resolution courses
and served as Director of the Graduate Program of International Trade and
Commercial Diplomacy. He served as a consultant to the United Nations
Conference on Trade and Development (UNCTAD) and the International Institute
for Mediation and Conflict Resolution (IIMCR). He also served as a faculty
member and Founding Director of the Mandell Gisnet Center for Conflict
Management at the Monterey College of Law. He served as a Fulbright Scholar in
Peru (2004) and Chile (2005).


 Senator Monning has worked as an attorney and mediator on a range of
cases including employment, wrongful termination, contract, airline crash,
wrongful death & toxic torts, and in the international arena on trade dispute, WTO
Accession, regional conflict, human rights, and political prisoner negotiations.
 Senator Monning lives with his wife, Dr. Dana Kent in Carmel, Ca. They
have two daughters and three grandchildren.
