Policies for All Transcript Requests
Who May Request Records
Educational records are protected by applicable federal and state laws. Requests may be submitted by:
- The graduate or former student whose records are being requested, or
- An individual or organization authorized by the former student through a signed, written release, or
- A person otherwise authorized to obtain the records under applicable law.
Requests Submitted by Third Parties
Employers, licensing agencies, educational institutions, background screening companies, bar admission authorities, and other organizations requesting student records must include a signed and dated authorization from the former student. The authorization must clearly identify the student and authorize the release of the requested records to the requesting organization.
Requests submitted without the required authorization will not be processed. No educational records will be released to a third party without the student's written consent unless disclosure is otherwise permitted or required by law.
Fees
A transcript processing fee of $20 applies to each official transcript request. Payment
instructions are provided with the request process. Fees are nonrefundable. Requests
submitted without the required fee will not be processed.

Transcript Requests for Schools No Longer in Operation
Monterey College of Law serves as the custodian of academic records for three schools that are no longer in operation.
Effective July 1, 2026, Monterey College of Law became the official custodian of student academic records for Empire College and Empire College School of Law. All transcript and verification requests should be submitted via the links for these schools below.
Effective August 1, 2026, Monterey College of Law also became the official custodian
of student academic records for Pacific Coast University School of Law. All transcript
and verification requests should be submitted via the link for this school below.
Graduates and former students from these schools can request their transcripts by following the links provided below.
Services Provided
As the designated custodian of records for Empire College, Empire College School of Law, and Pacific Coast University, Monterey College of Law processes and fulfills requests for the following academic records and verifications:
- Official Transcripts – Official academic transcripts documenting courses completed, grades earned, academic standing, and degrees awarded, as reflected in the student's academic record.
- Enrollment Verification via Transcript – Verification of a student's dates of attendance and enrollment history, as documented in the official academic transcript.
- Degree Verification – Verification of degree conferral, including the degree awarded and date of conferral, based on the official academic record.
All requests are subject to record availability and applicable federal and state privacy laws. Additional documentation may be required to verify the requester's identity or to authorize the release of records.
Processing Time
Please allow up to 15 business days for processing. Because these records originate from a closed institution and may require retrieval from archived files, processing times may be longer during periods of high request volume.
Record Availability
Record requests are subject to the availability and completeness of the records transferred to Monterey College of Law. If a requested record cannot be located or is incomplete, the requester will be notified.
